Phase III SBIR by the U.S. Navy

Fourth State Communications has been awarded a Phase III Small Business Innovation Research (SBIR) contract in support of the U.S. Navy, advancing operational high-frequency (HF) communications capabilities for use in contested and degraded environments. This Phase III effort represents the transition of prior SBIR research into operational capability, focusing on resilient, distributed HF communications architectures designed to maintain connectivity when traditional paths are denied or disrupted.

From Research to Operations

Phase III SBIR awards are reserved for technologies that have demonstrated sufficient technical maturity and operational relevance to support direct deployment or integration. This award reflects continued Navy confidence in Fourth State Communications’ approach to survivable HF communications and our ability to support mission-critical requirements beyond the research and development phase.

Building on earlier SBIR work, this effort emphasizes:

  • Distributed architectures that reduce single points of failure
